In this paper, in a descriptive and analytical way and with using library sources library the international responsibility of Israel based in the international law rules resulting from the breaching of primary obligation which naturally causes the creation of secondary obligations according to the law of international responsibility has been discussed. In this research by proving the breach of the principle of non-use of force, the international responsibility of Israel has been addressed. In addition, the breach of humanitarian rights is one of the other cases that result in the responsibility of Israel. By breaching the primary obligation and fulfilling the international responsibility, its consequences will be borne by wrongful state. Ceasing and guaranteeing non-repetition as well as compensating damages are among the consequences of the international wrongful act, which is Israel's responsibility. Ceasing and guaranteeing non-repetition in the above case is proven due to Israel's illegal presence in the Gaza Strip. The guarantee of non-repetition can also be investigated due to the fear of repeating the operation. On the other hand, all the material and moral damages caused by Israel during the terror can be compensated. حمله نیروهای اسرائیل به برج مسکونی فلسطین در نوار غزه منجر به شهادت تیسیر الجعبری از فرماندهان ارشد شاخه نظامی سرایا القدس و چند تن از همراهان او گردید. در این مقاله به روش توصیفی- تحلیلی و با استفاده از منابع کتابخانه‌ای به مسئولیت بین‌المللی اسرائیل بر اساس مقررات حقوقی بین‌المللی ناشی از نقض تعهد اولیه که طبیعتا بر طبق حقوق مسئولیت بین‌المللی موجب ایجاد تعهدات ثانویه می‌گردد، پرداخته شده است. در این پژوهش با اثبات نقض اصل عدم توسل به‌زور به مسئولیت بین‌المللی اسرائیل پرداخته شده است. مضافا، نقض حقوق بشردوستانه از دیگر مواردی است که مسئولیت بین‌المللی اسرائیل را در پی دارد. با نقض تعهد اولیه و به وجود آمدن تعهدات ثانویه، پیامدهای آن بر دولت متخلف بار می‌گردد. توقف و تضمین عدم تکرار و همچنین جبران خسارات از جمله پیامدهای عمل متخلفانه بین‌المللی می‌باشد که بر عهده اسرائیل است. توقف و تضمین عدم تکرار در قضیه فوق با توجه به حضور غیر قانونی اسرائیل در نوار غزه ثابت می‌گردد. تضمین عدم تکرار نیز با توجه به خوف تکرار عمل صورت گرفته، قابل بررسی است. از سوی دیگر تمامی خسارات‌های مادی و معنوی که از سوی اسرائیل در طی ترور صورت‌گرفته وارد آمده قابل جبران است. https://www.thdad.ir/article_736734_85b86060e2a2d26bbb05717604bf8a3a.pdf
