The present study seeks to evaluate the alliance of Articles 104 to 111 of the Seventh “Development Plan Law” of the Islamic Republic of Iran with the General Policies of the Regime, using both primary criteria–such as comprehensiveness and inclusiveness, substantive elaboration, alignment with priorities and secondary criteria including consistency and persistence, adherence to policies and absence of contradictions.This study employs a descriptive-analytical method to assess the alignment of Articles 104 to 111 with the general policies, examine the extent to which these articles conform to the policies in the judicial, legal, and supervisory domains, and identify implementation shortcomings. which Articles 104 to 111 of the Seventh Development Plan Law correspond to the primary and secondary indicators in promoting the effective implementation of the General Policies of the System.The findings indicate that the examined articles partially respond to the general policies regarding transparency, anti-corruption, and the professionalization of the judicial and administrative systems.In terms of comprehensiveness, the articles cover certain aspects of the policy provisions, but the lack of technical details and operational mechanisms limits their scope.Regarding the details of provisions, the articles remain general and lack specific implementation tools such as budgeting and scheduling.In terms of alignment with priorities, the articles align the priorities of transparency and digitalization, yet stronger coherence with the overarching priorities of the system is needed.The secondary indicators are also not fully met:there is a lack of explicit references to the general policies, insufficient stability in the provisions, and instances of conflict between certain articles and the overarching policies—all of which hinder effective implementation.The results suggest that while Articles 104 to 111 of the Seventh Development Plan Law represent a step toward realizing the General Policies of the System, shortcomings in comprehensiveness, details, and alignment with priorities have limited their effectiveness.
