The existence of a hierarchy of norms is one of the essential requirements of the principle of the rule of law in a constitutional system. In this pyramid, there are norms, tools and mechanisms for regulating the sub-systems formed under the general system on one hand and regulating the relationship of these sub-systems with the general system and other sub-systems in a political society on the other hand. Higher education is one of the sub-systems under the overall system. The approvals of the university's board of trustees are among the sub-norms that are responsible for regulating the affairs of this sub-system and its relationship with other sub-systems and the overall system. This research, which was carried out in a descriptive-analytical method and using library sources, seeks to answer the question, what is the quality of the approvals of the board of trustees in the hierarchy of norms?The findings of the research indicate that the sub-norms (approvals) of the university board of trustees will have an efficient place in the hierarchy pyramid if they meet the two conditions of conformity or non-conflict with the fundamental norms (constitutional principles) and non-overlapping and conflict with other sub-norms even though they are parallel. The procedure of the General Board of the Court is more inclined to apply the first condition in its supervision and in many cases it ignored the second condition.
