Ensuring the psychological security of individuals in society is one of the most important issues that has always been considered in criminal law. As can be seen from examining the laws of various countries, including Iran and England, the legislator has paid serious attention to this issue by determining the punishment for verbal violence in the form of crimes such as insult, threat, defamation, etc. Verbal violence occurs in the form of using offensive, defamatory, false or mocking words and phrases. Studies show that examples of the crime of verbal violence in Iranian criminal law include harassment, verbal sexual assault, slander, slander, defamation, insult and obscenity, and these examples for the UK include all cases that lead to fear and terror caused by behavior, speech or actions that are referred to as simple aggression, such as silence, harassment (telephone, internet, virtual), sexual assault, violence against children and the elderly, and threats and extortion. Since this research has a practical purpose and has conducted a comparative study of the punitive criminal justice policy regarding verbal violence in Iran and England in the form of documentary and library studies, it has come to the conclusion that, considering the approach of the criminal justice policy of England towards criminalizing cases related to types of verbal and non-physical violence and the sentences issued by the courts and judges of this country, it can be understood that the current approach of the Iranian criminal justice policy in cases of non-physical violence and verbal violence that leads to fear and panic and psychological and mental problems in the victims caused by this type of violence is largely faced with a lack of attention from the Iranian legislator
